False Alarm on Brazil Frustrates Carnet Users

Announcements published this week in online tax news falsely indicated that Brazil is ready to start issuing and accepting ATA Carnets. Tax-news.com reported information that was previously documented here leading stake holders to momentarily celebrate. But it was too good to be true. While the information was true, it wasn't current.

There is still no definitive implementation date for ATA Carnets in Brazil and CAMEX, the Foreign Trade Chamber of Brazil, has yet to publish rules for handling licensing for sensitive or controlled goods. Actual implementation appears to be unlikely until June.

We continue to engage with government and internal contacts to monitor this situation. Updates with be circulated here and we hope the next announcement will definitively state an implementation date in advance of Rio 2016.
