The ATA Carnet

The ATA Carnet, also known as the "Merchandise Passport", is an internationally accepted customs document for temporarily imported merchandise, goods, and equipment and allows cross-border movement of those goods import-duty and -tax free into over 90 carnet countries and territories for up to a year.

Do Your Travels Include Türkiye, China, Mexico, Saudi Arabia?

Please take note of special mandatory requirements regarding your merchandise, goods, equipment, and gear on an ATA Carnet for these countries: 
 

Türkiye

  Pre-Arrival Registration (NEW - February 20, 2026)

  • Holders must inform the Turkish Customs authority of their intention to visit Türkiye before their arrival on the Turkish Customs territory.

  Carnet Entry Requirements

  • Holders must provide the General List in an excel file stored in a USB memory key to TR customs at the time of entry, applicable to hand-carry and cargo shipments.

  Authorized Representative

  • The representative shown in Box “B” MUST obtain a Power of Attorney approved by the Turkish Consulate to confirm the validity of the proxy.

​​​​​​Additional requirement implemented to the Türkiye registration processes as of April 30, 2026:

  • Carnet holders are required to complete the electronic declaration in the Turkish ATA Carnet registration system prior to presenting the goods to Customs, both upon entry into and exit from Türkiye

China 

  Electronic Carnet Data Registration  

  • For Cargo Shipments, Customs Brokers in China must contact the Carnet Guaranteeing Association, CCPIT/CCOIC, for electronic data registration before making import declaration to Chinese Customs.

Mexico    

  Mandatory Pre-Registration – Updated Requirements on ATA Carnet Procedures  

  • Mexico has introduced new requirements for ATA Carnet holders that significantly impact how Carnets must be used when entering and exiting the country. These updates are now mandatory and should be carefully followed to avoid delays or penalties.
  • Mexican customs allow ATA Carnets and their goods to remain in Mexico for up to 6 months.  Note: Mexico doesn’t allow extension past the initial 6 months of importation.  (Updated October 15, 2025)

Saudi Arabia  

  Carnet pre-approval is mandatory. 

  •  All Carnets must be pre-approved by Saudi Zakat, Tax and Customs Authority (ZATCA). 
    Carnet holders must lodge requests (free of charge) via ZATCA’s official website.
