Boomerang carnets® founding family has a history dating back to the early 1900s in the international trade and transportation industries.  Our Founder, Bruce A. Wilson, thought that ATA Carnets should never be a financial burden to exporters.  He was an authority on the international Convention and the Treaty that governs the ATA Carnet system and often reminded others, “You can only charge a processing fee that is equal to what it costs to produce a carnet.” He was committed to promoting their use globally and ensuring their continued functionality and importance in international trade.

Bruce A. Wilson's contributions to the world trade sector are immeasurable.  His passion and understanding of the complexities of trade were well known.  He tirelessly implemented initiatives that continue to empower exporters to this day.  Though it has been nearly six years since he has passed away, our commitment to providing exceptional service and critical information to exporters remains at the core of our mission. 

The ATA Carnet in Global Trade

The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise or goods.  It allows cross border movement of those goods import-duty and -tax free into 87+ carnet countries and territories for up to 12 months.  The ATA Carnet is known as the Merchandise Passport for boomerang freight®.  ATA Carnets can be used to take equipment and gear across international borders for a contracted job, exhibit at an international trade show, or demo a prototype or product.  At the end of the 12 months, all the items listed on the Carnet return to the country of origin, thus the term boomerang freight. 

Moira Wilson, Director, Marketing & Brand Development, boomerang carnets, remembers her father:  “My father’s interest was in saving exporters money and helping them create profits.  Always.  He taught national guaranteeing associations (NGA) worldwide how to generate revenue from the issuance of ATA Carnets.  Not just for the United States, he wanted all countries in the ATA Carnet system to know how to do it.  Teaching others, whether it was another country’s NGA, or an individual, was especially important to him.  The ATA Carnet system of countries works best when each country benefits.  That’s what trade is all about.”
 

Bruce Wilson’s Impact on Trade

Bruce Wilson’s contribution to the United States Council for International Business (USCIB), established USCIB as the premier national guaranteeing association in the ATA Carnet system now encompassing over 87 countries.  He traveled extensively, representing USCIB in International Chamber of Commerce and World Customs Organization gatherings developing a deep understanding of North American and international surety markets.

One of his many accomplishments at USCIB was the development and implementation of a bi-lateral agreement between the United States and Taiwan, mirroring the ATA Carnet system and opening up Taiwan to additional U.S trade and trade promotion.

Bruce Wilson created Trade Bridge®, an initiative that advocated on behalf of exporters to Get Heard, Control Import and Shipping Costs, and Compete Equally to activate new, direct ways to do business.  His efforts provided information and forums for SMEs and outliers, usually sidelined in trade, enabling them to benefit from international trade tools like the ATA Carnet.
