Carnets to Cuba?

The change of status for Cuba has resulted in research to ascertain what steps, if any, would be necessary for Cuba to participate in the ATA Carnet system. Cuba is a signatory to the ATA Carnet Convention but it is unclear whether they have gone through the subsequent steps to appoint a national guaranteeing association and post the required guarantee.

Cuba's status as a signatory to the ATA Carnet Convention is positive as it means a significant hurdle to participation has already been achieved. The U.S. Department of Commerce and USCIB continue to monitor the opportunity and Exportise will provide updates as they occur. Boomerang carnets® hopes to issue the first ATA Carnet to Cuba to mark the opening of trade with this Western Hemisphere country.
