The Kingdom of Saudi Arabia Joins ATA Carnet System Effective June 1, 2024

KINGDOM OF SAUDI ARABIA TO BEGIN ACCEPTING ATA CARNETS

The United States Council for International Business (USCIB) announced that the Kingdom of Saudi Arabia (KSA) joined the ATA Carnet System and will begin accepting carnets effective June 1, 2024.  Saudi Arabia is the 90th country/territory to join the ATA Carnet system. Saudi Customs will start accepting ATA Carnets for goods for display or use at exhibitions, fairs, meetings as well as Commercial Samples and Professional Equipment (but excluding sports equipment).

The official announcement was approved during a meeting of the ICC World Chambers Federation (WCF) General Council on November 21, 2023.

Saudi Arabia (ISO code is SA) will accept ATA Carnets for the intended uses of:

  • Exhibitions and Fairs
  • Commercial Samples
  • Professional Equipment (excluding sports equipment)

The National Guaranteeing Association is The Federation of Saudi Chambers. 
 

Please be advised of the following:

  1. Carnet Holders must submit a mandatory Carnet pre-approval (free of charge) via ZATCA’s official website: https://zatca.gov.sa/en/eServices/Pages/eServices_294.aspxFor details, please check Service User Manual.
  2. Carnets are accepted for postal traffic.
  3. Carnets are accepted for transit operations.
  4. Carnets are accepted for hand-carried goods and via cargos.
  5. Importation in split consignments is acceptable..
  6. Customs Offices – All customs offices are authorized to handle ATA Carnet procedures.
  7. Regularization fees – SA customs reserve the right to charge a regularization fee in case a claim is regularized by evidence other than the validated re-exportation counterfoil by Saudi customs.
  8. Special Observations
    1. Carnets will be rejected for false declaration of the value of the goods.
    2. Besides, false declarations of Carnet value may result in seizure/confiscation of the goods. In addition, Holders may be penalized with fines.
    3. Goods fail to re-export timely will be penalized. A penalty of SR 1,000 shall be payable for every week or part of the week past the re-exportation deadline, i.e. the expiry date or the Final Date of Re-exportation listed on the importation counterfoil.  The amount of the penalty shall not exceed 20% of the Carnet value.
    4. Holder must pay attention to the Final Date of Re-exportation.
