New rules for listing and valuing live horses on ATA Carnets have been issued. Live horses listed on carnets have long been a concern for certain foreign customs services due to the concentration of training facilities and large number of temporarily imported horses in those countries such as Germany and the Netherlands. Boomerang carnets® has published an Advisory to alert carnet applicants to the new rules.
