2024 was a banner year seeing the entry of three new carnet countries into the ATA Carnet system.
Peru, the 89th member and the third Latin American country in the system, began accepting Carnets on April 30, covering exhibitions, fairs, and professional equipment. Peru’s combined import duty and tax rate (11% import duty and 18% VAT) is approximately 29% of the value of the goods.
Saudi Arabia became the 90th member on June 1, accepting Carnets for exhibitions, fairs, professional equipment, and commercial samples, but excludes sports equipment. Saudi Arabia’s combined import duty and tax rate (25% import duty and 15% VAT) is approximately 40% of the value of the goods.
The Philippines became the 91st member on July 15, allowing ATA Carnets for exhibitions, fairs, professional equipment, and commercial samples. The Philippines’ combined import duty and tax rate (3 - 30% import duty and 12% VAT) could be approximately 42% of the value of the goods.
From the very start, many companies wasted no time and jumped on the opportunity to temporarily import their goods and equipment into these new ATA Carnet countries.

Here is a breakdown of the highest valued goods-equipment, by industry, and the savings due to the avoidance of import duty and import tax assessed when using an ATA Carnet as the method of temporary import. The Amount Saved is calculated using the approximate combined percentage stated above: Value of Goods x Import Duty Tax Percentage.

It is important to note that the savings on import duty and import taxes when using an ATA Carnet is significant and an ATA Carnet used into and out of multiple countries increases the savings. The ATA Carnets issued in 2024 for the above industries from the U.S. into Peru, Saudi Arabia and the Philippines had $6,762,264.75 in total value, with approximate savings on import duty and tax of $2,478,829.35.
