A Lasting Impact on International Trade

Bruce A. Wilson’s contribution to the United States Council for International Business (USCIB) as Director of Carnet Operations significantly expanded the organization's role in the ATA Carnet system.  He represented USCIB at International Chamber of Commerce and World Customs Organization gatherings, developing expertise in both North American and global surety markets, and established it as the premier national guaranteeing association in the system.  Today, the ATA Carnet system is used in over 90 countries and territories. 

Facilitating U.S.-Taiwan Trade Relations

Among Bruce A. Wilson’s notable accomplishments was the development and implementation of a special bi-lateral agreement between the United States and Taiwan that mirrors the ATA Carnet system.  This initiative led to the creation of the TECRO/AIT Carnet, enabling U.S. companies to temporarily import commercial samples and professional equipment into Taiwan duty-free, opening up new avenues for U.S. trade and promotion.
 

Shaping Policy and Practice

Boomerang carnets helped standardize carnet procedures internationally, making temporary exports more seamless and secure.  Bruce A. Wilson launched Trade Bridge®, an initiative to support exporters, especially Small and Medium-sized Enterprises (SMEs) and startups, helping them gain new tools and creating forums for global market advancement.
 

Global Education and Advocacy

Bruce A. Wilson played an important role in educating National Guaranteeing Associations (NGAs) worldwide on how to generate sustainable revenue by issuing ATA Carnets, helping ensure the long-term viability of the ATA Carnet system.

Over the years, he and Curt E.H. Wilson worked tirelessly to spread awareness of ATA Carnets by collaborating with customs authorities, chambers of commerce, and trade organizations to reduce complexity and cost for international exporters and boost participation in global markets.

Under Curt E.H. Wilson’s leadership, boomerang carnets was the first to develop a secure, user-friendly online carnet application accommodating customers on both sides of the pond with single-click convenience.  Customers experience a streamlined carnet application using proprietary software developed with security as a top priority.  Over the years, thousands of carnet applications have been submitted without a single security breach.

Bruce A.
