Disappointing Update on Brazil & Carnets

I am disappointed to report that Brazil has taken a step back in the process of issuing and accepting carnets. As of the update in August, Brazil was entertaining proposals for an ATA Carnet national guaranteeing organization. The deadline for proposals was September 30th. However, only one candidate came forward, Brazil Confederation of Trade and Business Associations (CACB), and they were judged to be not suitable.
 
Many questions remain outstanding and little is known at this point regarding the reasons for CACB being deemed unsuitable. Sandler & Travis Trade Advisory Services, representing US and other carnet country's interests in Brazil, has been contacted for additional information. Requests have been submitted to the US Commercial Service/International Trade Administration to maintain the carnet issue in the US-Brazil Commercial dialog.
 
The use of carnets for the FIFA World Cup in Brazil in 2014 now seems highly unlikely. Sigh.
