Boomerang carnets®, invited by The Laredo Licensed U.S. Customs Brokers Association (LLUSCBA), presented a seminar on ATA Carnets, June 11 in Laredo, Texas.  Strategically located, the Port of Laredo is North America’s # 1 gateway.  LLUSCBA was originally founded by 8 customs brokers in 1955 and has grown today into more than a hundred registered members representing Licensed U.S. Customs Brokers and a network of U.S. Customs Brokers associations.

The Port of Laredo is an all-encompassing inland port of entry between the U.S. and Mexico with a network of road and rail border crossings but also includes Laredo International Airport, making it a massive freight and passenger hub.  Port Laredo processes 35-40% of all U.S.–Mexico trade handling massive trade volumes to the amount of $354 billion USD in annual bilateral trade, frequently outperforming top U.S. seaports like Los Angeles and air hubs like John F. Kennedy and Chicago O’Hare International Airports.

The ATA Carnet

The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise, goods, or equipment that allows cross-border movement of those goods import-duty and -tax free in and out of 90+ carnet countries and territories for up to a year.  Also known as the “Merchandise Passport,” the ATA Carnet is a unique international trade tool serving various purposes from temporary importation of professional equipment to trade show exhibiting.

The seminar was well attended and it highlighted ATA Carnets used for trade show exhibiting at the request of LLUSCBA.  As a gateway to cross border trade, Mexico presents many opportunities for trade shows connecting exhibitors with interested buyers in a wide spectrum of industries.  When crossing international borders with exhibit booths, and merchandise for display and demonstration purposes, it is essential to have a temporary import method like the ATA Carnet to avoid duty and taxes that can add up to a lot of money when clearing customs.

To illustrate the savings the ATA Carnet provides, see the example below.  A single use of an ATA Carnet to Mexico for a medical device valued at $21,540 can save you $5,962 on one trip alone for that one item. 

Add on the cost of exhibition booths, exhibition samples, and technology and without an ATA Carnet the cost can be significant.  With an ATA Carnet you clear customs with expediency and confidence and save significantly.  You spend less time with customs and more time with customers.

In addition, the ATA Carnet savings can be multiplied with multiple use for up to a year in most countries.  Please note that Mexican Customs allows ATA Carnets and their goods to remain in Mexico for up to 6 months.

The LLUSCBA seminar was well received and attended.  Kiel’s structure for the seminar was highly interactive, encouraging questions throughout the presentation instead of waiting for Q&A time reserved at the end of the seminar.  The class took full advantage of this.  Kiel said: 

“At least half a dozen times they stopped me, and then we would have a little mini conversation.  Other people would ask questions, and then we'd go back to the presentation.  We also had a group discussion at the end.  Nobody left early.  Everybody stayed.  Everyone was really engaged.  People were laughing.  I was joking because I realized that in my title slide, I was wearing the exact same shirt and tie in person that I was wearing in my headshot. I said, ‘Oh, that's embarrassing.’ Everybody started laughing, so that was great.”

In addition to the savings ATA Carnets provide, Kiel covered basic aspects of use, historical context, definition, utilization, scope of use, how the document works in the field, re-exportation, also including tips and benefits of the ATA Carnet.  The discussions with the group of professionals for this seminar were deftly addressed and covered a range of subjects from partial shipments, TIBs, costs, and the looming excitement of the upcoming digital transformation of the document to the eATA Carnet for mobile devices.
