Boomerang & ATA Carnets + CPDs for Tokyo Summer Olympics

The 2020 Tokyo Olympic Games are this summer July 23 to August 8, 2021.  National Teams will converge to compete in a wide range of sports.  It will be an exciting and long-awaited event for spectators and television audiences around the world.  ATA Carnets have long been a part of the Olympics by saving teams, vendors, sponsors, and broadcast news/media networks on import-duty and -taxes for gear, equipment, and tools of the trade needed for the event, as well as, expediting Customs clearance.  Boomerang strongly recommends using the Carnet de Passages en Douane (CPD) for vehicles entering Japan and driving on open roads.  Boomerang is uniquely positioned to issue both international customs documents to our customers.


The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise or goods.  It allows cross border movement of those goods import-duty and -tax free into 87+ carnet countries and territories for up to a year.  The ATA Carnet is known as the “Merchandise Passport” for boomerang freight®.

 

 

The CPD differs in that it is used for the temporary admission of road vehicles (private and commercial road motor vehicles) in countries where required.  The CPD is known as the “Vehicle Passport” which allows a vehicle to enter multiple countries for temporary importation without paying the import-duty and -taxes.  ATA Carnets and CPDs make clearing customs more affordable, easier, and faster.

The types of sports equipment and gear temporarily moving in and out of Japan for competition will be numerous.  Sports gear and equipment allowed on an ATA Carnet can include bicycles, archery equipment, canoes, gloves and protective gear, live horses, riding equipment, rackets, sail boats, sails, nets, oars, surfboards, skateboards, uniforms, and pole vault poles. 

Additionally, vendors/sponsors and news crews traveling or shipping to Japan will utilize ATA Carnets for their promotional merchandise, or cameras, antenna, gear, and technology needed for communications and broadcast coverage.  Japan is requiring CPDs for any licensed vehicles and media vans arriving and driving on open public roads.  Boomerang is strongly recommending that CPDs as well as ATA Carnets be issued particularly for media trailer/vehicles traveling to the events. 

Monika Jadeszko, Vice President, Global Carnet Operations at Boomerang advised further.  “With regards to all the commercial equipment (broadcasting equipment packed and/or mounted to the trailer/vehicle), we’ve been recommending clients get an ATA Carnet which would provide a layer of security to cover these goods against any Duty/Taxes.  The ATA Carnet convention specifically covers professional goods (commercial goods) which in this instance would not fall under the CPD convention.  It’s closing a gap in coverage against any import fees, while being compliant with both conventions, and building trust and confidence with foreign Customs.  The combination of an ATA Carnet and a CPD creates a proper declaration of the goods in accordance with both conventions to provide sufficient bond requirements and meet the specific requirements to drive these units on public roads in Japan.”
