ATA Carnets are used by universities, colleges, and schools to clear foreign customs, temporarily, with a variety of merchandise.  The education sector benefits from ATA Carnet use by saving money on import-duty and -tax, and time clearing their goods, equipment, or merchandise through customs.

What is an ATA Carnet?

The ATA Carnet is an internationally accepted customs document for temporarily exported merchandise or goods.  It allows cross border movement of those goods import-duty and -tax free into 87+ carnet countries and territories for up to a year.  The ATA Carnet is known as the Merchandise Passport for boomerang freight® and ideal for professional equipment, goods, or commercial samples moving in and out of countries.

Carnets 101

The webinar is an overview of the ATA Carnet, its history, scope of use, how they work, the importance of timely re-exportation, benefits, and more.  Questions asked reflected the unique challenges University Export Control Officers face.  For example,

Question: Do we need a carnet for our student cement boat going to an international competition? How is it handled if the boat sinks and cannot be recovered to bring back to the U.S.?

Kiel:  You don’t need a carnet, but you will be charged duty for your boat at the foreign border.  With an ATA Carnet you can avoid tax and duty.  You can avoid that.  If the boat sinks, or your goods are stolen, you must call us immediately and we can get involved in helping you to proving that this was indeed lost or stolen or, in your case, sunk, to build your case with the Customs of that country.  We have an entire department, our Claims Department, that will advise you regarding the documentation needed to build your case with Customs.  Call us immediately and we will advise.
