Boomerang Freight: ATA Carnets Can Be A Lucrative Niche for Air Freight Forwarders - Article 2

Specializing in or developing a lucrative niche is a smart way for air freight forwarders to stand out from their competition. Our March article discussed boomerang freight, like that shipped on an ATA Carnet, as a round-trip shipment. It is thus twice the revenue of a typical one-way shipment. Additionally, boomerang freight is often the precursor to a long-term contract. Handling boomerang freight can also be a specialty service that gives a forwarder “one up” on their competition.

Boomerang Freight: ATA Carnet Destinations with Potential - Article 3

For air freight forwarders capitalizing on the lucrative boomerang freight niche, here are the latest updates on ATA Carnet destinations that have recently joined the system or expanded acceptance.

Look for new opportunities in Qatar, India, Brazil, and Kazakhstan. Keep an eye on China for expanded acceptance.

Qatar issues and accepts ATA Carnets as of August 1, 2018 for Exhibitions and Fairs and is the 78th country/territory to join the system. It is the 6th Middle Eastern country to join the carnet system following Bahrain, Lebanon, Iran[1], Israel and the United Arab Emirates. The popularity of Qatar as an exhibition and trade show destination drove the decision to join. In particular, Qatar hosts the 2022 FIFA World Cup and acceptance of ATA Carnets is expected to support customs clearance for that event.

India expanded ATA Carnet use to Professional Equipment this year after only accepting ATA Carnets for Exhibitions and Fairs since they joined the international guarantee chain in 1990. This means not only boomerang freight for exhibitions can use an ATA Carnet but any organization shipping items, round-trip, for professional use can utilize the ATA Carnet as well. Examples include film and video equipment, musical instruments, tools for service or repair, calibration and testing equipment and equipment for research and development. Note that the security requirement for India is an exception to the 40% rule: India requires a 55% bond.

After a slow start in 2016, Brazil has fixed the regulatory restrictions on acceptance of ATA Carnets and has now, in practice, joined the other two Latin American countries accepting ATA Carnets: Mexico and Chile. Brazil allows carnets for Professional Equipment and Exhibitions and Fairs. Commercial Samples are not accepted on ATA Carnet at this time. Additionally, due to Brazilian customs regulations and duty rates, the required security for Brazil is 60%.

Kazakhstan was the first of eight Central Asian countries, created when the U.S.S.R. was dissolved, to become a member of the ATA Carnet system. It holds special importance since it is a major logistics gateway to Russia. Kazakhstan accepts Commercial Samples, Professional Equipment and Exhibitions and Fairs as does Russia.

Early in 2018 we were all ears when it was rumored that China would open up to acceptance of Professional Equipment and Commercial Samples on ATA Carnets. But, alas, that official announcement has been delayed. Stay tuned as we are tracking this closely and will advise our partners and clients as soon as it is official.
